PhD Stipend in Canada by University 2026: Toronto and UBC Now Guarantee $40,000

Ask what a PhD pays in Canada and you will be told "it depends on the university". That is true, and unhelpful. The universities publish their minimum funding guarantees, and they publish their tuition. Put the two side by side and the picture is clear enough to plan on.

So here are the 2026 guarantees at six of the universities Indian applicants ask us about most, what international tuition takes out of each, and what is left to live on.

First: the guarantee is a floor, not the offer

Canadian universities fund PhD students through a package: a mix of fellowship money, teaching assistantship hours and research assistantship pay from your supervisor's grant. What the university guarantees is the minimum total, for a fixed number of years. Departments are free to pay more, and many do.

Two questions decide what a package is really worth. Is the figure quoted before or after tuition? And does an international student pay the domestic tuition rate, or the international rate with an award to offset it? The table below answers both for each university.

The big change: $40,000 at Toronto and UBC

Two of Canada's best-known research universities have moved their floor sharply. The University of Toronto raised its base funding commitment for PhD students in the funded cohort to $40,000 from Fall 2025, a figure that includes tuition - the university itself describes it as $31,000 net of tuition.

UBC followed: from September 2026, every full-time PhD student on the Vancouver campus must receive at least $40,000 in each of the first four years, domestic or international. The previous minimum, set in September 2024, was $24,000. UBC says its PhD students already average about $41,000 a year, so the new rule mainly lifts the students who were at the bottom.

Three ways universities handle international tuition

The first model is the cleanest: international PhD students simply pay the domestic rate. Toronto does this, and so does McMaster, where tuition for international PhD students has matched the domestic rate since 2018.

The second model charges the international rate and then gives it back through an automatic award. UBC's International Tuition Award is worth up to $3,200 a year and sits on top of the $40,000 minimum. Waterloo's International Doctoral Student Award is worth up to $15,300 a year from Fall 2026, roughly the gap between domestic and international tuition. You do not apply for either; eligible students are considered automatically.

The third model builds it into the package. McGill has no university-wide minimum, but states that international PhD students receive funding to cover their international supplement. In its Faculty of Medicine and Health Sciences, the 2026-27 minimum for an international PhD student is $47,251, of which $22,430 is tuition, fees and insurance and $24,821 is the living allowance.

Departments often pay above the floor

The university minimum is the least you can be offered, and strong departments set their own, higher numbers. UBC Computer Science guarantees international PhD students $46,236 a year for the first four years, tuition awards included. McMaster's business school guarantees a minimum of $34,000 a year for four years, well above the university floor.

So treat the table as the starting point for a conversation, not the end of one. The question to ask every program, in writing, is the one we set out in our guide to how Canadian PhD funding packages work: is tuition additional to the package, or deducted from it?

The $40,000 federal scholarship on top

Once you are enrolled, there is one national award worth knowing: the Canada Graduate Research Scholarship - Doctoral, worth $40,000 a year for 36 months. It replaced the Vanier scholarship, which no longer accepts applications. International students are eligible, with up to 15% of awards available to them, but only once registered in a doctoral program at a Canadian university.

That makes it a second-year play for most Indian students, not a way in. Get the funded admission first; apply for the federal award from inside the program.

Tax and the study permit

The Canada Revenue Agency treats scholarship and fellowship income as fully exempt for a full-time student in a doctoral program, so that part of your package arrives whole. Teaching and research assistantship pay is employment income and taxable in the normal way.

On the permit side, the rules moved in your favour in 2026. Since 1 January 2026, students entering a master's or doctoral program at a public university no longer need a provincial attestation letter, and the immigration department says it is processing doctoral applications in two weeks. You still show proof of funds - $23,448 for one person outside Quebec for applications from 1 September 2026, on top of tuition - and your university funding letter is accepted as that proof. Converted at about ₹68 to the Canadian dollar (October 2026). Rent in Toronto and Vancouver is the highest in the country, so a smaller package in a smaller city can stretch further than the table suggests.
